The Melbourne Community Television Consortium (MCTC) is made up of two sorts of groups—Members and Access Affiliates.
Members make programs each week and vote in Assembly and Board meetings.
Access Affiliates intend to make programs or make fewer programs than member groups and have speaking rights at Assembly meetings.
In the past, most member groups have joined the Consortium as Access Affiliates and then sought full membership after a period of making initial programs.
